Final Question: Who was the most at fault for the disastrous aftermath of Katrina? President Bush, the federal government, or the local government?
3. I tried to be more specific everytime I came up with a new question.
4. I believe my final question is a bit more complex. I don't think I can go any further than that.
5. I could ask about how other natural disasters have been handled in the past 10 years. I could also ask about the history of FEMA, or questions about it's leader at the time, Michael Brown.

In this blog entry, you succeeded in coming up with a number of complex questions that could lead to a research paper. In question 2, you list a number of very interesting questions. These questions, while direct, are mostly non-judgmental, which helps with question complexity as well. The exception to that is the question about who was most at fault. While you have listed three options for that, once you explored the question, you might find that the answer is very complex and it's not so easy to lay blame at any one person or group.
You have many good questions here and you've broadened your questions in number 5 and expanded your field of inquiry.
